Oversee the Recovery Act rollout transparently.
Biden chaired the Recovery Act implementation team. Recovery.gov launched Feb 17, 2009 with publicly searchable contract and grant data; GAO and Recovery Accountability and Transparency Board reports documented oversight activity.
Lead the gun-violence task force after Sandy Hook.
Biden led the task force and delivered 23 executive actions on Jan 16, 2013 (background-check enhancements, mental-health reporting). The signature legislative goal — Manchin-Toomey background checks — failed cloture 54-46 on April 17, 2013.
Lead the Cancer Moonshot initiative.
The 21st Century Cures Act (Pub.L. 114-255), signed Dec 13, 2016, included $1.8 billion in Cancer Moonshot funding over seven years. Biden delivered the Moonshot Task Force report Oct 17, 2016.
Support responsible withdrawal from Iraq.
Combat operations ended Aug 2010; remaining forces departed Dec 2011 per the Status of Forces Agreement. U.S. troops re-deployed to Iraq June 2014 to counter ISIS, complicating the 'responsible' framing.
Promote middle-class economic priorities through Middle Class Task Force.
Biden chaired the task force, which issued reports on retirement security, college access, and child care. Concrete policy wins were limited — Saver's Credit expansion proposed but not enacted, and many task force recommendations stalled in Congress.
Help broker the Bipartisan Budget Act compromises.
Biden was the lead negotiator with McConnell on the 2010 tax-cut extension deal, the 2011 debt-ceiling resolution, and the American Taxpayer Relief Act of 2012 (passed Jan 1, 2013), all of which averted near-immediate fiscal crises.

Oversee Violence Against Women Act renewals.
Biden, original 1994 VAWA author, advocated for the 2013 reauthorization (Pub.L. 113-4, signed March 7, 2013), which extended protections to LGBT victims, Native American women on tribal lands, and undocumented immigrants.
Lead U.S. policy toward Latin America.
Biden made multiple trips to Mexico, Colombia, Central America. The Alliance for Prosperity (2014) directed $750M to address Northern Triangle migration root causes. Migration from the region nonetheless surged through 2016.
Support marriage-equality recognition.
Biden publicly endorsed same-sex marriage on Meet the Press, May 6, 2012 — three days before Obama did the same. The administration filed an amicus brief in U.S. v. Windsor (2013) and Obergefell v. Hodges (2015), the latter establishing nationwide recognition.
