California's homeless population rose from approximately 151,000 (2019) to approximately 181,000 (2023) per HUD point-in-time counts — a 20% increase. Newsom committed approximately $24 billion in homelessness spending across his terms. New programs (CARE Court, Project Homekey, mental-health bond Prop 1) launched. The substantive outcome (significant reduction in homelessness) did not occur. Newsom acknowledged the failure in 2024 public statements.
