Legalize recreational cannabis.
Marijuana Regulation and Taxation Act (S.854A) signed March 31, 2021. Legalized adult use, expunged prior cannabis convictions.
Pass climate legislation with 100%-clean-energy target.
Climate Leadership and Community Protection Act (S.6599) signed July 18, 2019. 100% zero-emission electricity by 2040; 70% renewable by 2030.
Reform NY bail and parole rules.
Bail reform passed April 2019, took effect Jan 1, 2020. Eliminated cash bail for most misdemeanors and non-violent felonies. Subsequently revised partially in 2020 and 2022.
Complete his third term as governor.
Resigned Aug 24, 2021 following NY AG Letitia James's Aug 3, 2021 report finding he sexually harassed 11 women. Did not finish elected term.
Build a working LaGuardia Airport replacement.
New LaGuardia Terminal B opened June 2020; Terminal C completed 2022. $8B project largely completed during Cuomo's tenure.

Reproductive Health Act (S.240) signed Jan 22, 2019. Codified Roe v. Wade in NY state law.
Pass driver's licenses for undocumented immigrants.
